Skiatook Police Administration


Police Chief
John Lawrence


Chief Lawrence came to Skiatook in 2007 with 33 years of Law Enforcement Experience. Before coming to Skiatook, he was the Assistant Chief of Police at Bixby, the Deputy Director of Public Safety (Police Captain) at Northwest Arkansas Community College in Bentonville, AR, and a Lieutenant (Retired) with the Little Rock, Arkansas, Police Department. Chief Lawrence has a BA Degree from Ouachita Baptist University and is a graduate of the FBI National Academy. Chief Lawrence has received his "Advanced" certification as a Law Enforcement Officer in Oklahoma and is a C.L.E.E.T. certified Instructor.


Police Captain
James Dean


With over 25 years of experience, Skiatook's second in Command is Captain James Dean. Capt. Dean started his career with the Hominy Police Department and then went to Pawhuska P.D. before joining the Skiatook Police Department in 1997. Capt. Dean received recognition from Mothers against Drunk Driving (MADD) for three years in a row for his efforts in combating drunk driving.
 

Skiatook Patrol Division

The function of patrol division is the deployment of forces consistent with the needs of the Town in order to maintain the protection of life and property, public order, enforce all applicable laws, provide preventive patrol, respond to calls for service, conduct investigations of crimes and incidents to include the arrest of offenders and recover property. The patrol division is administered by Sergeants who are directly responsible to the Captain.


Sergeant Rocky Davis

Sergeant Rocky Davis joined the Skiatook Police Department in 1994 and is currently assigned Patrol Relief Sergeant. Sgt. Davis is a certified C.L.E.E.T. Instructor and is also a D.A.R.E. instructor. Before coming to Skiatook, Sergeant Davis was with the Cleveland Police Department and before that the Pawhuska Police Department.


Sergeant Billy Wakefield

Sergeant Billy Wakefield began his law enforcement career in 1992 with the Tulsa County Sheriff’s Office working as a detention officer, court guard and patrol deputy. He joined the Skiatook Police Department in 1996 and is currently assigned to the 0600-1400 Shift. Prior to his law enforcement career, Sgt. Wakefield received an honorable discharge from the United States Marine Corps after serving 4 years as a field radio operator.
Sergeant Chris Tinsley

Sergeant Chris Tinsley started his law enforcement career in 1993 with the Tulsa County Sheriff's Office. From there he went to the Oklahoma Military Department Police and while serving there joined the Collinsville Police Department. Sgt. Tinsley came to work for Skiatook in 2003 and is currently assigned to the 1400-2200 Shift.

Sergeant Steve Haley

Sergeant Steve Haley joined the Skiatook Police Department in 1996 and is currently assigned to the 2200-0600 Shift.  Sgt. Haley has served as a patrol officer, K-9 officer and School Resource Officer.  Sgt. Haley is an “Advanced” certified Law Enforcement Officer, a D.A.R.E. Instructor and has an Associate Degree in Police Science from Rogers State University.  In 1998, Sgt. Haley was awarded the Department’s Life Saving Award and in 2000, 2001 and 2002 was recognized as one of the top police officers in the State of Oklahoma for DUI enforcement. Before coming to Skiatook, Sgt. Haley served in the United States Navy.

 

Skiatook K-9 Unit

It is the mission of the Skiatook Police Canine Unit to provide the specialized services of a highly trained canine to support field units in the performance of their duties.


Skiatook's K-9 Officer is Jake Branscum. Officer Branscum joined the Department in 2010.  His partner, "Rip" a Dutch Shepard, came to the Department in 2008. They both have been through an intensive training program where they learned to work together to locate narcotics, search for lost children, conduct building searches, locate evidence, track and apprehend suspects. Officer Branscum is a certified K-9 Handler and Rip is CLEET certified for Narcotics.

 

Skiatook Criminal Investigations

The Detective Division is responsible for follow up investigations on felony and serious offenses reported to the Police Department. Sergeant Travis Foster

Sergeant Travis Q. Foster joined the Skiatook Police Department in 2001 and is currently assigned as the supervisor of the Detective Unit. Sgt. Foster is a certified C.L.E.E.T. Firearms Instructor for pistol, shotgun, rifle and an SDA firearms Instructor and is also a certified Glock Armorer. Before coming to Skiatook he worked for the Collinsville Police Department and with the Tulsa County Sheriff's Office. Prior to his law enforcement career he served 9 years in the United States Air Force.  Sergeant Foster is a graduate of Oklahoma's Criminal Investigation Academy.

Detective Jerry Bullard

Detective Jerry Bullard began his law enforcement career in 2005 as a Reserve Officer for Skiatook. He became a full time officer in 2007, graduating from C.L.E.E.T. with the top academic honors of his class. He served as a Patrol Officer before being assigned to the Detective Division in 2009. Det. Bullard is a graduate of Oklahoma's Criminal Investigation Academy.

Detective Tony Harper

Detective Tony Harper joined the Skiatook Police Department in November of 2007. Before being assigned to the Detective unit, Harper was assigned as the K-9 Handler for the Skiatook Police Department. Prior to coming to Skiatook, Detective Harper worked for the Collinsville and Sperry Police Departments and with the Tulsa County Sheriff's Office. Prior to his law enforcement career he served in the United States Army. Detective Harper is a graduate of the Oklahoma Bureau of Narcotics and Dangerous Drugs "Narcotics and Dangerous Drugs Investigator Course".

 

 

School Resource Division

The School Resource Officer (SRO) program represents the essence of Community Policing. The program requires that an officer become familiar with the students, the faculty, and the staff of each school. The SRO becomes an integral part of the school culture, and is invaluable in problem solving in the community. The Skiatook Police Department also benefits from the arrangement as the officer assigned to the school becomes a resource for patrol officers and investigators for information on juvenile issues and criminal intelligence.


Officer Ross Hall

Skiatook’s School Resource Officer is Ross Hall.  Officer Hall began is law enforcement career in 2003 with the Pushmataha County Sheriff’s Office.  He also worked for the Okemah and Pawhuska Police Departments before coming to Skiatook in 2006.  Officer Hall is a certified Law Enforcement Instructor, has an Associate’s Degree from Rogers State University and is currently working on his B.A. Degree.  Since coming to Skiatook, Officer Hall has served as a Patrol Officer and been assigned to the D.E.A. and Tulsa County Metro Drug Task Forces.
